Scope
Complete master plan and infrastructure for 500 villas on 75-hectare site serving Saudi National Guard officers and soldiers. 20km road network with 3 gates connecting to surrounding roads (collector, secondary, tertiary, spine roads). Complete utilities: 18km water supply networks including irrigation and combined domestic/firefighting system with 5,000m³ central reservoir and pumping station, 18km storm and sewer networks with evaporation/detention ponds and lift stations, MV/LV electrical distribution with package substations, LED street/external/landscape lighting, security/telecom/fire distribution networks with inspection hand-holes and duct banks, 5,000m³/day sewage treatment plant with support buildings, laboratories, and administrative facilities. Public and private amenities including retail, educational, health, recreational, and religious facilities.
Challenge
Accommodate 500 military personnel and families with complete self-sufficient infrastructure serving daily life needs. Design road network balancing capacity, accessibility, and residential privacy requirements for military community. Ensure comprehensive service provision for residential and all public/private support buildings with needed infrastructure connections.
Approach
20km road network hierarchy (collector/secondary/tertiary/spine roads) tied to surrounding infrastructure via three controlled gates - balancing military security with circulation efficiency. 18km storm and sewer networks with evaporation/detention ponds and lift stations managed drainage across site. 18km water supply network integrated irrigation with combined domestic/firefighting system - 5,000m³ central reservoir and pumping station ensured adequate pressure and emergency capacity. MV/LV electrical distribution with package substations provided complete power infrastructure. LED lighting throughout (street, external, landscape) achieved energy efficiency. Security, telecom, and fire distribution networks with inspection hand-holes and duct banks enabled comprehensive communication and safety systems. 5,000m³/day STP with complete support buildings, laboratories, and administrative facilities (process design subcontracted to specialist) provided wastewater treatment capacity.

Our Response
Laceco responded to the above objectives by:
Designing a consistent urban framework that nevertheless provided a diversity in the individual architectural character of buildings.
Curating a seamless pedestrian experience in a site that had a challenging topography and was exposed to dominant winds.
Anchoring the site along three platforms linked to each other by a continuous game of terraces, stairs, suspended bridges and esplanades that gently slope down the length of the development.
Conducting value engineering and cost optimization studies to preserve economic viability of the development.
