Scope
Master plan and complete infrastructure for 48-hectare new downtown transforming underused prime real estate into active city center. Mixed-use development (residential, office, hotels, retail, high-rise towers, open green spaces) with central Green Park. 12km road network (collectors and local roads) integrating high pedestrian occupancy with safety and accessibility requirements. Traffic impact study and simulation including Queen Noor overpass. Grey water recycling systems throughout all developments. Domestic water networks, dual fire hydrant loops (downtown streets and Park Area served independently), sanitary sewage and stormwater drainage networks. Central automatic irrigation for streets and Park. MV/LV electrical distribution with package substations, street and landscape lighting. Security/telecom/fire distribution networks with inspection hand-holes and duct banks. Concept and preliminary design for 65,000 TR district heating and cooling plant with 40km buried networks - first implementation in Amman. Concept design for district gas network.
Challenge
Implement complete road and infrastructure network serving downtown's diverse urban anchors (retail, public spaces, office hub, residential hub, leisure) on 48-hectare site. Conceive central Green Park as green heart of downtown with all relevant utilities. Address Amman's severe water shortage through grey water recycling across all developments. Meet stringent Jordanian fire protection code and Civil Defense requirements for public and private spaces. Pioneer district heating and cooling in Amman - first implementation requiring education of stakeholders and regulatory approvals.
Approach
Traffic impact study and simulation (including Queen Noor overpass) ensured proposed 12km road network integrated with existing area and improved overall Amman downtown traffic level of service. Roads network balanced collector/local hierarchy while accommodating high pedestrian occupancy with safety requirements and accessibility to diverse facilities. Grey water recycling implemented throughout all developments addressing water scarcity. Domestic water networks and dual independent fire hydrant loops (one serving downtown streets, second serving Park Area) provided adequate supply and fire protection. Sanitary sewage and stormwater drainage networks sized for complete downtown. Central automatic irrigation system serves streets and Park Area from single control point. MV/LV electrical distribution with package substations, street/landscape lighting throughout. Security, telecom, and fire distribution networks with inspection infrastructure. 65,000 TR district heating and cooling plant with 40km buried networks - pioneering implementation in Amman providing energy efficiency at district scale. District gas network concept design. All systems designed to Jordanian fire protection code and Civil Defense requirements.

Our Response
Laceco responded to the above objectives by:
Designing a consistent urban framework that nevertheless provided a diversity in the individual architectural character of buildings.
Curating a seamless pedestrian experience in a site that had a challenging topography and was exposed to dominant winds.
Anchoring the site along three platforms linked to each other by a continuous game of terraces, stairs, suspended bridges and esplanades that gently slope down the length of the development.
Conducting value engineering and cost optimization studies to preserve economic viability of the development.
